Project: Legal and counseling helpline

The Counseling and Legal Helpline project was set up by AERG in partnership with SURF, as a result of the increasing need for young survivors to seek legal advice and counseling support. When needing support and guidance students would travel many hours and struggle to find money for transport to visit the AERG head office. When arriving at the office, staff members and volunteers would deal with the enquiry as best as possible but often feel they do not have the necessary skills to deal with complex issues related to trauma and legal issues. Students would often make the trip when their situation had reached crisis point rather than accessing support earlier on.
A legal and counselling telephone helpline was set up to support all AERG members countrywide, ensuring that trained counsellors and legal advisors are ready to take their call and offer support. The dual focus of counselling and legal was made in acknowledgement that many students face legal issues that have a link to trauma or vice versa.

Job Purpose:
The legal officer and Project Paralegal officer is responsible for facilitating training sessions in outreach visit at hear learning institutions and university with the project members, focusing on their legal issues. The purpose is to provide the legal advice, legal support and basic education and find ways to solve their problems basing on legal, and make them to have basic knowledge of human right provided by law, and how the ways they forward if they face the legal problems
Duties:
– To receive calls and provide for them the generic legal advice
– Recording and computerize cases received through helpline call
– To provide generic legal advice , orientation and referrals cases to the clients received
– Receiving clients computerize and translate the legal cases into English
– Provide generic legal advice, Referrals and where necessary go along with a client for
advocacy before the competent institutions for advocacy.
– Conduct Follow-up and outreach visits to client whose issues are linked to Gacaca compensation
and other legal issues.
– Develop legal petitions(Imyanzuro) for clients to take to courts, and administrative letters
addressed to local authorities
– Prepare reports and activities work plans
– To provide legal education for students in their basic legal rights through outreach visit
– to provide an update report of the activities to the helpline coordinator
– Carry out any other task as required by his /her supervisor (AERG Coordinator Receiving legal

– To mentor and advise the members of project to show the orientation of his or her cases
– To identifies the problems if there is administrative or judiciary and refer it to the
institution concern
– To make advocacy to the nearest of local entity for soft problems
– To refer the crucial cases to Chief Legal officer for strong advocacy
– To do other task assigned by the employer

Qualifications and Person Specification
• A Bachelors degree in law with Experience at least one year
• Demonstrate an interest in teaching or guiding others to build their capacity
• Confident and positive, approachable and sensitive to the needs of survivors
• Highly organized and able to analyze the legal matters
• Proactive and ability to self-direct own work
• A willingness to be flexible according to the demands of the Organization
Skills and Experience
• Experience and confidence working with legal aid it is advantage
• Experience working with different categories of people especial youth survivors
• Experience working with vulnerable groups preferred
• Good communication skills
• Ability to work independently and manage own time
• Microsoft Office and general office skills
• Experience with monitoring and evaluation to demonstrate project impact
• Fluency in English and Kinyarwanda

Position: Paralegal volunteers (2)
Based: Regional province
Reporting to: AERG Helpline Project Coordinator
Duties:
– To fulfill the form of the survey of legal and counseling cases from schools and universities
– To sensitize helpline project at schools and universities through flyers /posters , business
cards distribution
– Documenting legal and counseling cases from schools and universities
– To provide generic legal advice , orientation and referrals cases received to the legal
officer
– Recording and computerize cases received through outreach visit
– To provide generic legal advice, Referrals and where necessary go along with a client for
advocacy before the competent institutions for advocacy.
– Prepare weekly reports and activities work plans to project legal officer with copy to the
project coordinator
– To provide legal education for students in their basic legal rights through outreach visit
– To work on the task assigned by the project coordinator

• A Bachelors degree in law or in the final year in law school
• Demonstrate an interest in teaching or guiding others to build their capacity
• Confident and positive, approachable and sensitive to the needs of survivors
• Highly organized and able to analyze the legal matters
